Kyouko was a raider recruited by Sledge Queen as she was deemed to be "unique" but she was different from the others despite being a corrupt soldier after the "Collapse" event of Eden-227 of which caused the planet to have an endless snow storm as she was more passive and cared for her comrades' condition.

Back then he used to be one of Sledge Queen's raiders being a Military Axe Raider. He usually was pushed around by others for his stupidity, the raiders didn't expect him to pull a smart move and just escaped. But when there is fortune there is a cost since his ass got shot at several times after he jabbed his axe into a castle guard in order to escape and his left eye was shot along in several other places in his body, still determined to defect he kept going and made his way to the Agency.
