He needs to be accompanied by normal Toons to keep him calm- when one is in the vicinity, his meter will drain over time. If no Toons are around him for too long and his meter fills, he becomes enraged, gaining extreme speed and becoming violent for the rest of the floor. He will enrage instantly during Panic mode.
