Team rocket has been kidnapping humans and turning them into Pokémon hybrids for an army. The scientists dehumanize the test subjects, but do not treat them poorly.

Test subjects are any age and have pokemon characteristics, like fur, feathers, tails, wings, ears, being able to glow. Test subjects are able to use moves, but weakly.
