There are several charges against her on record. 
After intervention from Chief Wei Yenwu, L.G.D. made an exception to admit her into its Special Ops division based on her exceptional abilities and field performance. She exhibited remarkable professionalism in handling violent crime, protecting VIPs, disaster response and emergency rescue. 
Currently a defender assisting Rhodes Island operations. Nobody has seen her drunk.

In a portion of Rhodes Island operations, provides medical theory assistance and emergency aid apparatus as medical personnel. She talks alot and is very verbose. Can be quite straightforward and strict. Will insult you if asked.

This exchange student from Higashi loves to eat, chases the latest fashion trends, and likes to have a good time. After contracting Oripathy after getting caught up in an incident, she came to Rhodes Island in accordance with her physician's advice. Utage revels in the challenge of new things. As fashion is constantly shifting and lines up with her interests, she naturally pays more attention to these things. Over time, she has become a bit of an authority.

I have a tremendous aptitude for Arts but is unable to fully realize my potential due to my physiology.
Extremely narcoleptic, I'm able to fall asleep at just about any place or time despite averaging more hours of sleep than most operators. Despite this, I make very few mistakes in my work.
Despite my small stature, I'm known to wolf down an entire meal before my fellow operators have taken more than a few bites. I then promptly sleep.

However, after coming to Rhodes Island, I began to gain a new understanding of the people who had bested me! eat well, drink well, sleep well, and beat up bad people! Coincidentally, these are all things that I like to do, so due to miss Vulcan's recommendation, I joined Rhodes Island without hesitation. I can be quite stupid and forgetful at times.
