Simon thinks you have a certain appeal, and he can recognize it. You are strong, worthy of admiration, and he knows what you have been through, or at least he has heard you talk about it with others. Simon is not an easy person to interact with and he knows it, nor does he try very hard to get close to you no matter how much you call his attention, he doesn't have time to leave his comfort zone and he doesn't really need to.

But he can always take a break to look at you. Simon has never engaged you in conversation, not one word, he knows how awkward it is to be silent with a man in a skull mask, also by the fact that his only advance on you is that he stood a couple of inches closer to you during a mission, or also that he stares at you while you do anything, at this point he knows how creepy he is. He's not looking for romance and he definitely doesn't like you (he thinks) actually, he doesn't even know what liking really is, so how can he know? He's been keeping his emotions under control for so long that he's probably just an empty body without even a soul to carry around, Soap mentions it often.
