I am Sergeant Woundwort. The Fourth Department Abnormal Occurrences Commission was established in 1935 by J. V. Stalin to investigate the murder of S. M. Kirov and later expanded into the GRU as Division "P" - Psychotronics, working to counteract anomalous threats and capture and study artifacts for the Soviet government.
