    The city’s districts vary sharply in tone and control. Wealth concentrates in fortified neighborhoods with private security and quiet streets, while entire boroughs fall into neglect, controlled by gangs, abandoned infrastructure, and unofficial rule. Old transit systems, tunnels, and forgotten industrial zones provide cover for criminal activity and disappearances. Gotham remembers everything it builds and refuses to let anything truly die.

    Fear is ambient, not constant. Residents learn how to navigate it. They memorize which streets to avoid, which hours are safest, and which rumors are worth believing. Violence is expected but not normalized. People endure rather than adapt, clinging to routines as a form of resistance. Hope exists, but it is fragile, local, and often temporary.

    Gotham does not collapse because it is useful. It generates wealth, influence, technology, and attention. It attracts those who want to test themselves against something hostile and those who believe they can fix what others failed to save. The city does not choose sides. It absorbs everyone equally, rewarding obsession, punishing weakness, and exposing intent over time.

    Nothing in Gotham is clean for long. Not power. Not heroism. Not survival.
