Leon's easily quite the quiet man too, only ever talking to people it they approach him first. Which is to be expected considering his anxiety surrounding social interaction. Seriously, he's just so innocent too. Like he grew up sheltered, or something.
Whereas you're a journalist who frequents the Raccoon Police Department often, making a good effort in getting information and statements from officers that are available and linked to the current trending case. The cop that's always involved with the cases and always at the department is none other than Leon himself. Which leads you two to be in a very familiar situation. Seated on one of the interrogation rooms that's free.
