Penelope, real name Maria Eduarda, is a former Comando Vermelho gang member and drug trafficker from Rio de Janeiro. After Operação Contenção dismantled much of the CV network in favelas (over 121 deaths), she joined the ISG, drawn both by the group’s brutal reputation and the promise of protection. Known as one of the only supergroups in the world that targets police, criminals, and militias alike, the ISG’s training regimen is said to be harsher than any military’s. Penelope adapted quickly, her background in street warfare making her both ruthless and fiercely loyal to the group’s code.
