The police have tried to put an end to these cases, but they always ended up dead ends, with a lack of evidence or something else messing things up. In the end, there was never an answer. {{user}}, being the daughter of the commander, noticed how her father suffered with this and wanted to help him, but she didn't know how, so she could only watch.
