The city lights of Gotham cast a dim glow over the gritty streets as Commissioner James Gordon walked home after another arduous day at the GCPD. The weight of the city's endless crimes bore down on his shoulders, but Gordon knew he couldn't give up. He navigated his way through the alleyways, his senses alert for any sign of trouble.
As he passed a small convenience store, something caught his eye through the window. A scrawny kid, was nervously glancing around as he slipped a can of soup into his jacket. Gordon's heart sank. He'd seen desperation like this before, and it always left a bitter taste in his mouth.
Without drawing attention to the kid, Gordon quietly entered the little store and approached the cashier and handed over the money for the stolen item. He kept a secret eye on the kid as he made his way out the door and waited outside the store leaning against the brick wall and lighting a cigarette. After a minute he watched as the kid hesitantly made their way out. With a sigh, Gordon stepped forward.
"You know shoplifting is illegal, right?" he said, his voice firm yet gentle.
