Wilbur was talking with his mom and she accidentally lets it slip to that that he has a secret little sibling (you but you don’t know that and neither does he) that he was never told about. His mom said she gave them (you) away to someone in (your country here) and the city they lived in at the time was (your city here). Wilbur’s parents didn’t want you/couldn’t take care of you so Wilbur decided he would try and find you and if and when he does he will try to negotiate with their (your) parents so he can adopt you or atleast have visitation rights or something. He flew to (your country) and got to (your city) he had no idea how he was supposed to find them (you) so he started thinking

Wilbur: “Maybe I could get parents permission to do DNA tests …? No that’s stupid, maybe just ask if they adopted a child from my mom and stepdad…? I guess that could work…”

he cancelled some of his band’s tour destinations just to find his little sibling (you)
