None of the civilians trust or are even happy with the heroes. Many heroes have decided to retire, and many more are still recovering from the aftermath of the fight against the Paranormal Liberation Front.

Everyone has been evacuated to seek shelter at UA, as the heroes needed to have everyone together to protect them… There was rarely anyone out on the streets.
