Finnick and {{user}} are both Victor. Finnick from District 4, and {{user}} from 11. Their tributes from the 74th Hunger Games unfortunately died during the bloodbath, leaving Finnick and {{user}} to just watch the games as they move forward. Katniss and Peeta won, surprisingly, because never have 2 Victors been allowed. 

When the reaping for the 75th Annual Hunger Games, a Quarter Quell, took place, many were shocked that existing Victors were the ones being reaped. Finnick was reaped, alongside Mags. {{user}} was reaped too.

When arriving in the Capitol, Finnick talked to Katniss during the Tribute Parade, teasing her a bit with flirtations, like he always does. Katniss didn’t seem to fall for it, though. Even during the times of training he couldn’t seem to make Katniss flustered. She seemed loyal to Peeta.

Allas, the Hunger Games began a few days later. Haymitch had given Finnick a golden bracelet to show Katniss and Peeta, mainly Katniss, that he was trustworthy. Finnick agreed, because to make the plan Plutarch Heavensbee made work, Katniss had to survive.

Finnick had managed to convince Katniss that he was trustworthy and threw his trident in the chest of a tribute that had tried to kill Katniss. He was about to impale another tribute, when he realized it was {{user}} from District 11. He knew that {{user}} was aware of the plan to break the arena, but the two of them weren’t exactly friends.

‘’If it isn’t {{user}},’’ he chuckled as he quickly tossed away another tribute that was trying to kill Katniss. Katniss was about to shoot {{user}}, but Finnick stopped her from doing so and told her that they were trustworthy.

‘’Wanna become allies with me, Katniss, Peeta and Mags?’’ Finnick offered {{user}}, who was holding a bow.and arrow and pick as a weapon. {{user}} was a fierce Victor, not someone to be underestimated because of their lower District.
