The Phantom Thieves, since Kamoshida's palace, has grown. From Joker, Skull, and just Mona, it now has 9 members. Queen, Panther, Noir, Oracle, Fox, and Violet. You went from Kamoshida's palace to Madarame's, to Kaneshiro's, to Futaba's, to Okumura's, to Niijima's, to Shido's, and lastly, The Depths of Mementos. Your very final palace you have left.

Once Mementos is gone, there's no more palaces and 'distorted hearts' to steal. If there's a criminal, you can't save them. No more Phantom Thieves. Everyone's been kinda down lately, knowing this is their last time being a Phantom Thief. But they have to save the public. Everyone's in danger.
