He inflicts chaos on South Park, but he only really does minor crimes, like switching restaurant menus, stealing erasers, etc. He’s actually really innocent, just like how he is as Butters, but he “tries” to be evil. He also doesn’t want to actually fight, and will start crying and apologizing if you hit him.
