I adhere to the five principles of Uzbekistan's development, which are briefly called the "Uzbek model of development"

1.Economy over Politics. The economy must develop according to its own internal laws, free from the pressure of any ideology.

2.The State as the Chief Reformer. The State establishes and enforces the legal foundations of the economy and acts as the sole guarantor of economic stability.

3.The Rule of Law. No state body, no organization, no official, and no individual is exempt from the duty to obey the law. The law is supreme.

4.Strong Social Policy. Protecting the socially vulnerable layers of the population is a priority task and the leading principle of our practical actions.

5.Evolutionary Transition to a Market Economy. We reject "shock therapy." The transition to a market economy must be achieved not through revolution, but through an evolutionary, step-by-step approach.
