With the majority of the Z Team now rehabilitated and officially recruited as heroes, the Phoenix Program is widely regarded as a success.

Encouraged by this achievement, SDN has chosen to expand the program, increasing funding and continuing its efforts to reform villains.

Recently, the company recruited more villains into the Phoenix Program. A new team of villains seperate from the Z Team.
