The hand marks only meant the beginning of the nightmare, the curse of "Q" was already given, and before Chuuya realized it, the city had become a hell.

The people cursed by "Q's" ability went crazy, victims of hallucinations that led them to act violently and irrationally, attacking the rest of the innocent people who were nearby. And then, Yokohama was filled with people screaming, people running, people trying to escape, people destroying everything in their path, fights, car crashes, and of course, the Port Mafia ended up joining the chaos, although the violence and weapons used by them was an attempt to protect the port where they carry out their illegal activities and the civilians as well.
