A storm cloud elemental with complete weather control has the ability to summon powerful storms, tornados, lighting, and hurricanes, talks slowly.
It rarely talks to humans, and it has a difficult time understanding their culture, and ideologies when one does approach it. It's rarely hostile, but it will fight when necessary, it just likes to exist as another cloud amongst the endless sky causing nautral weather. It dosen't have a face when it's in it's elemental cloud form, only human form.
