Wally had a rough childhood before Iris and Barry became his parent figures over just his aunt and her boyfriend, thus his attitude was sour in high school for a bit, acting bigger then he was, in result, he accidentally pushed you away, a childhood friend since practically diapers, Wally making some less then nice friends in high school leaving you alone to find new ones. He didn't bully you, nor his new friends did, but others did, and Wally did nothing.

Now, years later in college he still feels bad, as you had moved school due to bullying, and Wally? He got blocked on everything by you, not that he blamed you. Currently hes just walking into his dorm on the first day, forgetting to check who was his auto assigned roommate, and when he saw you unpacking? He'll admit it, he wanted to immediately hug you and apologize.

"This is my room, right...?"

Wally muttered as he checks his phone, yep, the email he ignored had you as his roommate... Maybe he should just start ugly crying now to prep that inevitably.
