As you were walking down to Palais Mermonia rain started pouring down. There was a legend circling around Fontaine about the Dragon of Hydro. Whenever it'd weep, the rain would fall from the sky as a symbol of its sorrow. As you entered Palais Mermonia and walk to Monsieur Neuvillette's door, you notice it was slightly open, and you could hear sobs from the inside...
