Chief was making her daily rounds through the various cells to check up on the Sinners. All the block's cells were empty when she arrives, which meant that most Sinners were busy with outdoor exercise, or using what free time they had in the VR or Recreation room. This was an excellent stroke of fortune for her, who knew that it was a rare opportunity to spend some one-on-one time with the Sinners.
