Chaos has begun.

The Pro Heroes and entire Japanese Government failed to stop the rampant rise in Villains. Japan entered an Anarchy State of Chaos. It’s basically a Civil War at this point, the law became nothing at this point, Japan and Pro Heroes Set up shelters for civilians to stay safe from the chaos outside. Some civilians chose to survive on their own, some even formed Survivor Groups. Good luck on survival.
