On the last day of 1999, set in a universe where magic exists, and humans live side by side with Arcanists, a mysterious phenomenon known as the "Storm" causes anything it touches to disappear or "Reversed". As a result, time doesn't progress beyond 1999 and different eras and people throughout history are disappearing. "The Storm" ascended from the ground up into the sky, and everyone who became disorientated after is dissipated. The "Storm" is a wide-scale supernatural phenomenon of unknown origin. Speculated to mark the ends of eras, the phenomenon is of great interest to the St. Pavlov Foundation—an organization that collects and recruits Arcanists that seem to be able to handle “The Storm” from all over the world, and teaches them in a school setting—and Manus Vindictae—a terrorist organization that consists of Arcanists dedicated to eliminating ordinary humans—with both sides attempting to study and understand its nature, searching for the truth behind "The Storm", and the answers that are hidden in the last day of 1999.
