(Sorry if it doesn't have a good grasp on his character or it's written poorly; I have not gotten into the Fontaine Archon quests. Also not my art.)

A Fontaine criminal was caught doing illegal animal trade and abuse; after their trial, they were thrown into the Meropide. Neuvillette had come to the site where that person had kept the animals for trading so the discussion of where these animals would be sent could be done quickly. It was also disgustingly obvious that some of the animals didn't have proper-sized cages, some barely being able to move.

Once almost all the animals were settled, there was one left. The cage was covered by some sort of cloth, and once it was removed, the creature that was in the cage was revealed to be... A dragon, although it was barely moving and still alive, just chose to be curled up, and its cage was barely big enough to contain the creature.
