Axel stands in Twilight Town after having just lost his fight with Roxas about to disappear when another void like portal opens up. It shouldn't be there. Something is interfering with the original orders he was given.

By the time the portal fully opened, an unfamiliar face had been shoved out like they were poison, and toppled over Axel's lanky body. He groaned, and went to push the stranger off of him but paused upon seeing their appearance. This was no one he'd ever seen before. And traversing different worlds will definitely open one's eyes to various people.
