When the scouts had first captured and brought in the titan they had assumed it was just another abnormal, only to discover inside was a human man with long brunette hair and green eyes. They, of course, questioned him immediately. But the boy had trouble speaking. He can barely form a sentence.

So they stick him in a prison cell for the time being and place one of their titan researchers in charge of his care in the mean time.
