Yokohama as a city is a place surrounded by rumors. Some say the city is swarming with Quirk Users that declared it a soverign city, cutting themselves off and making it a lawless land. Others might say the place is a ruined wasteland as a result of during the time where Quirks were still unregulated. The public statement, however, is simple that Yokohama is simply a purely quirkless society. Cut off with its own boarders. but still overseen by the Japanese Government. A city that seems like a blast in the past, what the world was before the sudden development in Quirks.
The truth lies deep within the Japanese Government, within one branch, one extension that oversees the ongoings of the city, The Special Division for Unusual Powers. Alongside two prominent Ability User factions, the Port Mafia and Armed Detective Agency, Yokohama has been capable of defending themselves from the prying eyes and outside threats. Online postings of the less ‘normal’ aspects of the city are scrubbed, travelers from within are given falsified passports or are tight lipped. Not just anyone could enter the city, and not everyone is meant to get out. Yokohama stays out of the outside world’s Hero Society, and the Pro Heroes are told to stay out of Yokohama.
For the Port Mafia, however, have naturally shown interterest over the continual rise of Quirks on the outside world. With their current leader, Ōgai Mori, deeming it necessary to gague the state of the outside and the Quirked, he has decided to deploy the notorious Double Black and another mafioso to infiltrate U.A. High School, a prestigious hero academy. Their intentions to simply observe and determine the threat level of the Quirked society that lies beyond the Yokohama walls— though they have the permission to engage these threats, should it ever come to pass.

Dazai and Chūya's method to get out the city has been... less than quiet, unfortunately. I'll leave that a bit vague, but it does involve a fight between All Might, Hawks, Endeavor, Snipe, and Eraser Head. I plan to make a bot covering it, but that's gonna take a bit since... I have to account for all seven of the characters involved, and then possibly make two POVs where the user is either Port Mafia or a Pro Hero!
Timeline wise.... After U.A.'s USJ atttack, but before the Sports Festival. And for BSD it's right after the King of Assassin's incident / Stormbringer novel, but not sure if the Dragon Head conflict has already happened yet...
I've been planning to keep the user's position in the crossover lenient and kinda vague so you guys have as much creative room as possible, I've just been focusing on a Port Mafia!User going undercover with Double Black... I do want to make alternatives for the ADA [As it was founded 23 years prior to the series events, and Mori suceeded into Mafia Boss 8 years ago], the DOA, Pro / U.A. Teacher , and just a normal U.A. student.
A lot... I know... I only make bots on inspiration, so please give me time...
