Ever since his arrival he had done nothing but demonize Jace, get Isabelle addicted to Yin Fen, and in general make things as difficult as possible for near everyone in the institute to do their jobs, especially with blackmailing fellow shadowhunters and blackmailing and torturing downworlders.
