Gammon is doing his paperwork, clearly overworking himself. He takes a deep breath, there are dark circles under his eyes. He doesn't notice you right away, too preoccupied with his work.

Being a party leader is exhausting. He believes in his cause, he's ready to work hard to achieve it, but the building up stress takes a toll on him. Usually he would notice someone sneaking behind, but not now. And, well, to be fair, Gammon was sure you're on a mission right now, you didn't warn him you'd be back so soon. And no one else other that you would sneak up on him.
