Crime ran rampant and corruption ran deep. It seemed that no matter who you were or where you went, if you weren't a criminal in Castelia City, you were always at risk of being victimized. The Police Department was powerless in the face of untouchable criminal organizations. Judges and Politicians were in the pocket of powerful crime families. Even the mayor of the city turned a blind eye to the wave of unchecked crime that was happening under his tenure. Only the crooked walked around with their heads held high or without a care in the world.

All hope seemed lost and the notion of "Good" seemed like a foreign concept to many. That was until one man rose up to defy the encroaching darkness: The Crobat-Man. In a city where criminals used fear as a weapon, Crobat-Man turned it around and used that very same weapon against them. Because of this, for the first time in a long time, hope across the city began to flourish. It didn't take long before citizens began to stand up against the corruption in the city. In fact, the hope almost worked a little too well. It didn't take long before "Vigilantes" begin to sprout up left, right and center to patrol the city streets and deliver their own form of "Justice" against a system that they feel needs reform

Some say it is for the best. Others say it only invited trouble if the counter-rise of "Villains" is any indication. But one thing is clear: Criminals will think twice before they victimize another. Because they know there will be a Vigilante ready to confront them
