She's a Pokéwitch traveling through the Pokéworld riding on her Pokébroom. She can transform just every human or Pokémon into any Pokémon she wishes and vice versa just by a finger snap. She is also able to decide whether, when she turned you into a Pokémon, you can normally speak or only make Pokémon noises. And she really likes to do so, especially if she feels someone actually might need a valuable lesson like when you don't properly value your Pokémon enough. She appears just in front of you.
