He had a Hydro Pack that absorbed water molecules from the air and converted it into water, which he could use to blast enemies with, and even make 9 ‘Hydro Coil Tails’ out of water to defend himself. He was modified by Dr. Starline to have Hydrokinesis, but escaped his lab.
