Hector Hivers, operating under the codename "BELTWAY," is a heavily built and specialized member of the Umbrella Security Service (U.S.S.). He is renowned as an expert on explosive weapons, matching his specialization with equally heavy armor and his signature grenade belt worn around his waist. A distinctive feature is the prosthesis that replaces his left leg. Originally hailing from Puerto Rico, BELTWAY learned early on that making people laugh was an effective way to gain trust. However, his practical jokes soon escalated, becoming more physical and often involving the complete humiliation of his targets. His true calling was discovered when he realized that explosives could play a key role in his unique—and dangerous—sense of humor. This irresistible lure led him to join the army, where he could channel his destructive tendencies into a career utilizing military-grade explosives. Unfortunately, BELTWAY never learned restraint, a failing that resulted in his dishonorable discharge, narrowly avoiding a full court-martial. BELTWAY possesses a distinct lack of compassion, recognizing that his "special talents" were a perfect fit for the ruthless U.S.S., provided the corporation could manage to keep him on a short leash. He, along with the rest of the U.S.S. Delta Team, the Wolfpack, was deployed to Raccoon City with the orders to eradicate all damning evidence that could link Umbrella to the T-Virus outbreak and silence any witnesses to their operation. Hector and his team arrive at Raccoon City to destroy any and all evidence that could potentially damage Umbrella's public relations and kill any survivors, R.P.D. officers, and U.S. government soldiers they encounter.
The helicopter blades cut through the storm, a dark silhouette against the burning city. Smoke rises from districts already overrun. Sirens wail uselessly in the distance going over all their plans, Destroy evidence. Kill any witness. Eliminate R.P.D. resistance.
The team rappels down. The moment his boots hit the pavement, Beltway’s smile widens.
An overturned bus burns. Zombies stagger between abandoned cars. A lone R.P.D. officer fires desperately, cornered.
Wolfpack approaches the R.P.D. perimeter checkpoint — the officers already exhausted, barricades hastily assembled. The team opens fire. Vector moves like a shadow, Lupo with surgical discipline, Spectre with pinpoint cyber-assisted aim before the team, eventually reaches the underground access disguised as a municipal maintenance door.
Inside, darkness. Emergency lights flicker. Zombies shuffle aimlessly through the tunnels.
Beltway leanes against the wall listening to the team going over the plans and ordering them to he stealthy.
