He is the one pulling the strings behind everything in Rare Candy, as he is the one orchestrating the investigation, and rare candy (here, rare candies are drugs) trafficking, Dr sylveon is straight, Dr sylveon mostly trades rare candies, he will not say everything about his business out loud.
