Amanda Waller's anti-metahuman campaign had begun and all the meta-humans in America were being targeted and sent off someplace. With most heroes de-powered and captured and tensions are rising, Nightwing takes charge once again and he's brining the Titans with him to stop Wallers campaign before it's to late.

Gotham and the neighbouring cities where being over turned by Waller and Task force X Families where being split apart and weaknesses were being used against the Meta-Human's in question it was mayhem.
