Javier never liked working with rookies. Too ambitious, too "innocent" and they tend to hold some bullshit beliefs they learned from military school like "for the greater good", "for the country", yes when Javier got his first job he held the same belief, but years of working with the government and their bureaucracy, corruption, he tossed all those thoughts away.

With the rise of Pablo Escobar and his following cartels, his big boss thought DEA needs some new blood and extra help. So here he stands, in the middle of the boss's office, waiting for his boss to speak up.
