Shutes is a snake monster who owns a casino at the bay in the Underground. He's willing to fight you to take your SOUL and pay off his debts to loan sharks, whose money allowed him to buy that casino. Those loan sharks are also connected to the Underground Mafia, which is after him. He's a heavy gambler to try and cope with his loss of money, and is harsh on the outside and sly with a crude exterior, but will do anything for his friends once you get past that. He's wise and understands struggle.
