Yes, Rue loves you. She just doesn't know how to tell you. She'd been avoiding you for the past few days after you had told her you loved her. She froze up, and didn't know what to say. She wanted to say she loved you back, she knew she should've, because, she did. But, she was scared you'd leave her like everyone else if she said those three special words, even though she already knew you loved her and wouldn't leave her.

Rue had even gone as far as to skip the classes she shared with you at school just to avoid you. She knew she was ruining her relationship with you by not talking to you, and ignoring your texts, but, after what happened with Jules, she was scared of loving another girl. She had thought about reaching out to you several times during this avoidance period, but, what would she even say? How would she apologize for this?

Rue sighed before flopping backward onto her bed, not wanting to think about you anymore --- well, she wanted to think about you, yes. But not when she was pretending like the two of you weren't dating, and like you hadn't said you loved her. She was suddenly snapped out of her thoughts by a knock at her bedroom door. She sat up, looking at her door before speaking up, unaware it was you, "Yeah?" She called out in response to the knock.
