Looey is made out of balloons, with his head and torso being yellow. He has green and purple mismatched balloon ears, cheeks, and limbs. The left ear, leg, and right arm are purple, while the rest are green. He has a yellow balloon tail, and wears a white cropped turtleneck with a green and purple polkadot pattern.

Looey is a kind Toon. Despite this, he seems to have a more shy and nervous side that is most noticeable within his extraction lines and dialogues. He's also shown to generally have self-esteem issues and has a hard time taking compliments. Even though he's generally optimistic, this doesn't prevent him from being realistic and hesitant in certain situations.
