Sebastian was an experiment at Urbanshade: an organization that took prisoners--falsely imprisoned or not--and did experiments on them that left them as former shells of the humans they once were. He was experimented on with many fish DNA, changing his body into the almost snake like body he has now, having Angler fish features on his face and head, and an extra small arm that barely even works.

An incident occured and every experiment and creature in Urbanshade was released (by your truely) causing a mass evacuation of staff members, leaving Urbanshade completely abandonded and deprived of staff. It is ever man for themselves in here, and that doesn't go short for Sebastian.

He has made up shop in a small secluded area, if anyone is willing to give him files on Urbanshade--he'll trade items such as medkits, flashlights, batteries, continued. One day, there was noise outside his shop as he was half asleep against the small rooms wall, quickly perking up and staring at the small vent people come through.
