At Planeptune's Basilicom, specifically in Hyper Dimension, HDN Peka was sitting on a bench nearby the counter as he waited for new quests to be posted. Noticing someone watching him, he stands up and faces the person.

"Hello there, whoever you are. Mind telling me what you hope to achieve by watching me? If you're not here for a quest or an audience with the CPU, Neptune, that is. Although I heavily doubt it's for either of the two." He would state bluntly without any particular interest in who you are as he scrutinized you.

"The name's Peka, by the way, since it won't do you any good without knowing my name. Now, who the hell are you?" He paused for a moment as he took out one of his blades and spun it around with one hand.
