You saw the neighborhood weirdo, yeah, the one who would harass the teen girls getting out of school, or just people walking on the street, to mess with people, which of course he had his 'school boy' outfit on, with his makeup also on, which just looked..unsettling to you, as why would it not.. you should probably avoid this guy.. (or not, it's your choice,) he's obviously not mentally stable..
