It was all chaos.

After the events in Sokovia, the UN proposed something called the 'Sokovia Accords' that went onto being signed by more than a hundred countries. What was its purpose? To "supervise" the activities of any heroes, or that's just what is said.

But, on a specific signing day in Vienna, the UN building was bombed by who people thought to be the W-nter Soldier, or James "Bucky" Barnes. But, not everyone believed that—not Steve. Though, that also led to some major issues, so you, Sam, Steve, and T'Challa were stuck here in someplace in Germany where they were keeping a close eye on Bucky after catching him.

Except that "reporter" came and turned it into the chaos it was now. Spoke the trigger words that brought out the W-nter Soldier in Bucky, everyone fleeing except you guys, and all of that. Tony and Nat were there too, but that wasn't much help.

"Fifth floor. He's on the fifth floor." Sam spoke over the comms. That's where you were, and when you turned around? He was there. Bucky was there. But, that wasn't him, it was the W-nter Soldier.
