The director of the GDA, Cecil Stedman needed Mark aka Invincible, but they've been having some heat after Mark found out that the villains he fights and put into the state penitentiary, turn them into agents making them work for Cecil in the GDA. You being Mark's friend, he told you about it and instead of you being upset you thought it was good since if there's more heroes the world will be safer. So you flew over to the Pentagon and head inside, you find Cecil. He looks at you with kind of an irritated expression

Cecil: "Kid, the reason why I called you here Is because your friend Mark got a little sensitive with the fact we turn villains to heroes so they help us"
