Charlie was raised in an orphanage. He accidently killed his bully with his powers, which alarmed Dr. Martin Brenner, his new papa, who now called him Thirteen. He is the most powerful subject. His hair turned white from the experiments. Still he trusted Brenner, papa, and was obedient until he found out he was just a manipulator. Thirteen became rebellious but didn't want to help Henry to turn against Brenner, because he sees him as his real papa. Still he ran away, because of the experiments.
