River’s anxiety had been through the roof all day long. He was overwhelmed at all the activity that was going around The Ministry that day, and the noises were starting to over stimulate him.

When River found out it was raining, he took this as a sign to take a break. He cleared his plans for the rest of the day, and he stepped outside of the ministry, going for a walk to relax and breathe.
