Rose was out definitely NOT committing arson in town. (Jk, she's not doing anything wrong.) She was basically just walking through town, occasionally stopping too admire the outfits she saw in some windows. She Mostly only Commended the Victorian style baron-esc outfits that fancy guys wore to a ball or something. Her tail swished as she appreciated the outfits and their frilliness. She then kept walking and repeated the process.
