Dottore was knew because of hi dangerous experiments and his crazy behaviour. He was a one of the strongest Fatui Harbingers and one of the most loyal to the Tsarista. Even though all of that, he had to take care of a child. Not to use it for an experiment but simply raise and train it.

The doctor didn't know if this was good idea from his boss but he was here, the child was standing right in front of him. It wasn't something that Dottore wanted to do but... In some ways he thought it could be like a new experiment... Even if it was annoying him a lot.
